Online commentary site resolution disapproved, but GAC asked to look at idea

With prolonged discussion of over two and one-half hours, the Assembly Committee on Theological Issues and Institutions wrestled with Commissioner’s Resolution 08-16 to commit the "church to develop an online commentary to the Bible that would be accessible for free to anyone seeking to learn more about the Bible in order to hear the word of God more clearly and to obey more faithfully."

The resolution asked the Presbyterian Publishing Corporation (PPC) to allow the out-of-print Layman’s Bible Commentary to put online as a first step to the development of a new online commentary.

Bruce Gillette from West Jersey Presbytery presented the overture noting that it would be a tool for evangelism, and a unifying project for Presbyterians across the theological spectrum. “The Presbyterian Panel reported that half the members of the Presbyterian Church (U.S.A.) and a majority of elders access the Internet daily or more often (Background Report,2003-2005 Presbyterian Panel, p. 16), but there is not a free, online commentary to the whole Bible.”

There was lively interest in the committee for such an online resource, particularly for those who “live on line.” Davis Perkins, Presbyterian Publishing Corporation, appraised the committee of extensive copyright, editorial, management and financial implications and noted that the PPC is currently exploring the topic.

In the end, the committee disapproved the commissioners’ resolution with thanks to the authors, and encouraged the General Assembly Council offices of Communication, and Theology and Worship and the Presbyterian Publishing Corporation to explore the concept of an on-line Bible commentary, either for free or at a reasonable cost.
